The City of Cleveland established the University Circle Design District as a "Public Land Protective District", via new Cleveland Codified Ordinance Section 341.221. Any new construction or changes to existing buildings in a "Public Land Protective District" must be approved by the Planning Commission. See C.C.O. 341.04. New C.C.O. 341.221 creates the University Circle Design Advisory Committee, which will review building permit applications at public meetings, and then make recommendations to the City Planning Commission.
C.C.O. 341.06 relating to performance bonds for building alterations is repealed
