The president signed HR 3199, which extends the Patriot Act. The Patriot Act granted roving surveillance authority under the Foreign Intelligence Surveillance Act of 1978 (FISA). Recipients of court-approved subpoenas in terrorist investigations may challenge the requirement that they do not tell anyone; 3. Most libraries are not subject to the demands in National Security Letters; 4. Imposes restrictions on the sale of pseudoephedrine, which can be used to make methamphetamines.
